iOS Remote Batch File Executable

Is there an iOS app that can execute a batch file on a Windows 7 PC remotely. I need to be able to close a program remotely and open the same program on demand.

Possibly Teamviewer https://www.teamviewer.com/en/download/mobile.aspx

That will require Teamviewer to be installed both on the IOS device and the Windows box.

I considered teamviewer, but I was hoping for something a little bit simpler.
