Most users are having no problems with Outlook connecting to Exchange but we have a few users who's Outlook fails when attempting to connect.
We have tried creating new Outlook profiles, user profiles and reinstalling Office 2010 with no change.
If we attempt to setup Outlook locally or on an external network autodiscover finds the server but fails to connect when we enter the username/password.  We have tested the username/password with Exchange OWA with no issues.

Have you confirmed that the users haven't accidentally been MAPI disabled?  Or for external, is -MAPIBlockOutlookRpcHttp set to true?

Get-CasMailbox <user> | select MapiEnabled, MAPIBlockOutlookRpcHttp

and if they're disabled

Set-CasMailbox <user> -MapiEnabled:$true -MAPIBlockOutlookRpcHttp:$false

If you are using Outlook Anywhere, check Proxy Authentication Setting in Outlook Account Property.

Account Setting -> Connection tab -> Exchange Proxy setting

Compare settings between a user having no issue & the one with issue.

Checked user account on exchange.  MAPIEnabled is set to True, MAPIBlockOutlookRPCHTTP is set to False.

We are not using Outlook Anywhere.
