outlook 2010 Fails to Log onto Exchange 2010

Most users are having no problems with Outlook connecting to Exchange but we have a few users who's Outlook fails when attempting to connect.
We have tried creating new Outlook profiles, user profiles and reinstalling Office 2010 with no change.
If we attempt to setup Outlook locally or on an external network autodiscover finds the server but fails to connect when we enter the username/password. We have tested the username/password with Exchange OWA with no issues.
