Please clear your setup and requirement.
What I understood.
In your organization, you have exchange 2010 and 2013 both  installed.
You have archived mails from Exchange 2010 mailboxes.
And you have migrated some/All ? mailboxes to exchange 2013.
But archived data lies with Symantec Enterprise Vault.

1. Even If you migrate Exchange 2010 MBXs to Exchange 2013 in same domain. End user recovery from outlook addin will  work smoothly.

2. I really could not understand meaning of "I need to migrate the archived emails in exchange 2010 Symantec Enterprise Vault - Archiving  to  exchange 2013 Symantec  Enterprise Vault - Archiving".

Since you said  "even If you migrate Exchange 2010 MBXs to Exchange 2013 in same domain. End user recovery from outlook addin will  work smoothly."  I will format each PC and load office 2013 and New Symantec end point protection, In that that any setting need to do at client part and exchange and Enterprise Vault  side. I am new to this Enterprise Vault  and this is a new project .

Hi Jobby,
1. even If you migrate Exchange 2010 MBXs to Exchange 2013 in same domain. End user recovery from outlook addin will  work smoothly.
2.Why you need to format each PC?

3.Even if you format it, oulook autodiscovery will check outlookanywhere settings in exchange 13. (So special settings are not needed).

4. If you dont format PC, and installed/upgraded to office 13, then you may need to modify existing outlook profiles on each client to configure outlook anywhere.

** Supported EV version for exchange 13 and office 13 is EV 10.0.3+
