VSS issue on Server 2008

I cannot run a native MS backup on my Server 2008, I have run thru MS KB940184 and some of it's off-shots.  I do not have any sids with .bak extensions.  When I try to "regsrvr32 /i eventcls.dll, I get an error "The module 'eventscls.dll' was loaded but the call to DllInstall failed with the error code 0x8000ffff.  

It would seem that if I can correct this error, I have good chance of getting the native Backup to work.

Windows Backup is a feature, I just would try to remove the feature and readd it again to see, if there is any effort.
You idea to re-register the DLLs is sometimes a good idea, but only works, if the DLL has a self regitration function what is not the case, follwing your description. Means the only way is to repeat /rerun the whole installation procedure.
