18 Destops, 33 traveling laptops... all use windows 7 pro.. what is the most cost effective robust VDI solution? I need different templates with preloaded apps to fire up at a moments notice for new employees and also be able to deny the virtual desktop to traveling users who are terminated, while still having access to that desktop here at the office. Any help is much appreciated.

There is no, real Best VDI Solution, it depends on your requirements, and budget.

I would look at VMware View Horizon and Citrix XenDesktop.
