One method is to use conditional formating based on the following formula:

=OR(\$A\$1=0,\$A\$1=2,\$A\$1=3,\$A\$1=4,\$A\$1=5,\$A\$1=6,A\$1\$=7,A\$1\$=8,A\$1\$=9,A\$1\$=10,A\$1\$=11,A\$1\$=12,A\$1\$=13,A\$1\$=14,A\$1\$=19,A\$1\$=20,A\$1\$=21,A\$1\$=22,A\$1\$=23,A\$1\$=24,A\$1\$=25))

Or to make it easier to read:

=OR(\$A1=0,(AND(\$A1>1,\$A1<15)),(AND(\$A1>18,\$A1<26)))

Place your cursor in the cell you want to format and select the Conditional Format button. Select New Rule and then Use a Formula. Adjust the cell reference (A\$1) to the cell the value is in.
