With Server/CAL licensing you licence SQL Server to run on server, and buy CALs for each user who will access it. With the Core licencing model you licence SQL Server based on the number of cores on the machine (or VM) on which it will run - in this case you can have as many connections as you like and don't need to have CALs for individual users.

Which licencing model you need will depend on what you intend to do with it, and the number of users who will be accessing the SQL Server.

If you need Server/CAL licencing then there is a tipping point where it becomes cheaper to go with the Core model instead. Microsoft provide a calculator to help determine where that point is.

What are you planning to use the SQL Server for, and how many users will need to access it?

NFR key for Veeam Agent for Linux

Veeam is happy to provide a free NFR license for one year.  It allows for the non‑production use and valid for five workstations and two servers. Veeam Agent for Linux is a simple backup tool for your Linux installations, both on‑premises and in the public cloud.

200 users puts you into the area where it might be cheaper to go with core licensing. You can find a simplified overview of the licencing models here:

http://blogs.technet.com/b/uspartner_ts2team/archive/2011/11/30/a-concise-sql-server-2012-licensing-overview.aspx

But I would suggest you speak to Microsoft directly about your requirements as they are best placed to give you your options and specific dollar values of each.
