Hyper-V 3.0 Guest Start up Delays

I have upgraded two HP DL380 G5 servers using fresh full installations of Windows Server 2012 R2 with Hyper-V Role

Everything seems to be working like it was with Windows Server 2008 R2 but when I start up new Hyper-V guests they progress quickly to 10% then frequently stall for very long periods (20 to 100 seconds) before continuing to load and run normally

I have never observed such delays when using the same hardware and guests (Windows 7, 2008 R2, 2012 R2, 2003 R2) running under Windows 2008 R2 so what is different and can these delays be reduced?

I would appreciate some reasons for the significant pauses when starting up a new VM

Is this a Hyper-V searching for other Guests with the GUDI it is trying to apply to the new VM?
Has anyone got a list of what checking Hyper-V does when loading and running a guest

Is this checking different the first time a new guest is run?
I know Microsoft got a lot wrong with the original release of Server 2012 R2 that has been fixed but its Update but I still get erratic Hyper-V guest start-up delays

What can cause these?
I still observer differing start-up delays even on our DL380 G7 server running Server 2012 R2 but don't understand what causes the variations
