issue with browsing internet

When accessing a website, it does not load the first time. You  have to refresh the website a few time before it loads.
This happens for many websites.
We have two DSL lines connecting to a server performing load balance.
Intrusion Detection and Intrusion Prevention is turned on.
This problem occurs with Internet Explorer and Chrome.
Where should i start looking to fix this issue.

Should i disable Intrusion Detection, because it is scanning the internet connection. It is making the internet sluggish.
well. to 'eliminate suspect' You could turn off intrusion detection just to see if problem dissapeared but very carefully. is there firewall turned on? do you have internal dns with forwarding or external? do you use Proxy?
Firewall Incoming has been configured accordingly.
So has Port Forwarding.
We do have internal DNS.
I forgot to mention, when web pages do not load normally, then i reboot the DSL modems. Resulting in  webpages loading with no problems.
