Migrating Team Foundation Server Express to new server

I needed to move TFS Express to a new server.  I installed TFS on the new box, and the manually restored all of the databases.  It appears that TFS is working (I can connect from my development environment okay).  Most things work from the TFS console.  I can't however access the tfs web site.  It gets a 500 error.  I check the event log and it is throwing following exception:

Exception Message: TF30046: The instance information does not match. Team Foundation expected 4f67ca60-c7b9-4e28-b61e-fbb311022322 which was not found. Please contact your Team Foundation Server administrator. (type DatabaseInstanceException)

Looks like somewhere I need to tell TFS about the new database?
