any web language will work to display the files.
ColdFusion, .Net, php, etc ...

then use jquery to drag and drop.

i'm posting a link to a demo to get you started: http://fiddle.jshell.net/BADfT/12/
it's a jquery drag and drop demo on fiddle.jshell.net

This will allow me to drop a file from the website file system to my Client? The example you gave appears to do the opposite? I might be missing something.

you know when you have an img tag <img src="somefile.png"> you can simply drag it to your desktop or to a folder in windows explorer.
but it doesn't work that way with other file types - I don't believe.
you'd need to "download" the files.
this is based on security concerns of letting js access the local file system - I believe.
