Deny thumbnail Photo attribute Write Right

Hello,
we would like that our users can not change their thubnail Photo.
for the moment they can change through Outlook & OWA.
I would like to give them deny right for this. I gave the below right. do I need to do anything else except this?

Import-RecipientDataProperty -Identity "Bharat Suneja" -Picture -FileData ([Byte[]]$(Get-Content -Path "C:\pictures\BharatSuneja.jpg" -Encoding Byte -ReadCount 0))

you can apply this command on exchange and to be assure pic size no more then 10 kb

Hello, I don't want to import photo. I want to only deny user thumbnail photo right.
can you send the script for this?

Hello, thx it worked. I was doing my tests with domain admin account and thats why I wasted a little time. normal users are not able to change their photo right now.
