E,g  (-2 days) given today is 2/26/2014 . My function should return 2014-02-25T00:00:00.000Z
(-3 days) given today is 2/26/2014 . My function should return 2014-02-24T00:00:00.000Z

How about this
<script type="text/javascript">
function getISODateString(days)
{
	var date = new Date();
	date.setUTCHours(0,0,0,0);
	date.setUTCDate(date.getDate() + days + 1);
	return date.toISOString();
}
alert(getISODateString(-3));
</script>
