How to give Microsoft Lync 2013 user Aaudio and Video right separately

We use Lync 2013. I want to enable audio for a user but disable video. Is it possible to do this using Lync 2013 ControlPanel (better solution) or power shell?

Before conferencing, I want to put restrictions at IM. What I what to do is some users can not make video call at IM but audio enabled to them.

I solved the problem.
With powershell
Set-CsConferencingPolicy –Identity <PolicyName> -EnableP2PVideo $False
command does the thing that i want to do.
