exchange mail and calendar appts not syncing to phones

We had an issue with an exchange 2003 server where unread mail and calendar appointments and contacts wouldn't sync to the phone unless you opened it up or viewed the appointment via OWA or Outlook. We believe this started after upgrading some software on the exchange server and updating the .NET software.
I can create an appointment on the phone and it will sync and update the calendar in OWA and Outlook. Same goes with sending email from the phone.
Issue seems to be any appointments within the calendar that are not viewed and also any email that is not read first. The mobile devices seem to know that there is an update or that they need to sync as they will continue to "check for mail" every 4 or 5 seconds.
This is all devices. We have tried rebooting, looking through IIS logs, event viewer, etc.. but nothing is showing up.
Also, I can connect to the OMA site and view all contacts and calendar entries. I have ran a few different active sync tests and those all pass.
