Unable to Open Web Links in Outlook

I am having issues opening up hyperlinks within an email from Outlook while IE is not running.  If IE is running, the hyperlink does open.  Here's the scenario:

The machine is a Windows 2008 R2 64 bit Standard
Outlook is running 2010 64 bit Standard
Users connect to the machine through Citrix or RDP

Any help will be appreciated!

not a unknown problem.
the 2 articles bellow describe some possible error-sources and solutions.

repeatedly my users helps to reset the "Internet Explorer Settings" as described within

if you receive a message like "“This operation has been cancelled due to restrictions in effect on this computer. " you should try the tips within:

Thanks for the reply.  That did not resolve the issue.  I needed to repair Outlook from the control panel to fix the problem.  I appreciate the assistance.

I found the Outlook repair to allow me to open hyperlinks through Outlook.
