Can't unlock preferences within Louts Notes for a certain user

Can someone please help guide me in the right direction. I am in a business environment working with Lotus Notes 8.5.  Our users have the ability to change their preferences. ( SEE SCREENSHOT)

The issue that I am having is one particular user is not able to change their preferences and it says: "NOTE: your administrator has locked some preferences." Everyone else is fine and able to get to their preferences.



ALL THE THINGS I HAVE DONE SO FAR:

-Ran a "fix up"
-Closed notes and reopened
-Hit Control + F5 (to refresh policy)
-removed this users policy and replaced it

It can be a problem with the CalendarProfile document. Check whether the user's name is correctly spelled, on the Basics tab of the mail preferences (recent name change maybe?).

It's also possible that the CalendarProfile documents is corrupt. In order to repair that, you have to remove it. The easiest way is by using an agent.
