Chrome wont open a site

Domain user windows 7 Pro
A certain site cant be opened by Google chrome, I can if I log on to windows as another user
But NOT if I log on to chrome as another user
I Know I could re-do the profile , but would prefer to fix
"Error code: ERR_ACCESS_DENIED"
can log on using Firefox or IE11 just not Chrome
User wants Chrome for all sites

I tried renaming C:\Users\user\AppData\Local\Google\Chrome\User Data
& chrome wanted me to login still no luck
I've turned off Firewall & AV not the issue
Cleared all cache , forms etc. Reinstalled chrome
Ran Malware checks , all clean

did you clean also Temp for chrome and cookies? or just all the data Chrome offers to clean?
you can use also CCleaner co clean Chrome.

I did use ccleaner  & yes all cookies

AVG Business Antivirus  , windows firewall

Fixed
I had to remove the site from the Credential Manager in Control Panel

sorry I should have said it was a login site
