RODC login services

I was trying to fix a TS issue and after restarting the RODC server logged in and then logged out before letting the management console start.  I cancelled the force log off stage and then it logged off after pressing the start button.  When trying to log back on it says there are no windows login services running.  Is a cold boot the only way to get the server to restart?

This is resolved in part. I ran restart /I and restarted the server.
