If they are transitioning to IPv6 they would have had to create their subnets for that prior to their transition, and you wouldn't need a new site, bridge, or anything else to do so. You can switch any network to pure IPv6 at any time, it just isn't able to communicate with IPv4 only networks without a Toredo system translating things.
