The extra subnet is to support the additional branch in Chicago that is to have an RODC in it. RODCs can't really exist in their own AD site if there is a need to prevent credentials or other secure data from being replicated to it, so that server has to exist in another location's AD Site, and in order for that to happen a new subnet must be created and assigned to the site the RODC will belong to.

If they are transitioning to IPv6 they would have had to create their subnets for that prior to their transition, and you wouldn't need a new site, bridge, or anything else to do so. You can switch any network to pure IPv6 at any time, it just isn't able to communicate with IPv4 only networks without a Toredo system translating things.
