Outlook 2010 Calendar

For a room calendar is there a way for an all day appointment to be set and still allow for other appointments to be accepted by the Resource Booking Attendant?

This is for a public school and would like to avoid double bookings besides the reoccurring all day appointment by the room admin.

For our conference rooms, we setup a shared calendar with each conference room1,2,3 as resources\invitees for whatever block of time was needed. When someone else tried to book/invite the conference room any time conflicts for that room where showed as busy; unable to be scheduled unless the office admin overrode the schedule.

This calendar is for a building library and our librarian puts an all day event when she is needed at other buildings.  I would like to have this appointment on the calendar and allow for others to setup appointments as well during the day.  

Looking for a way to allow for conflicts with the librarian appointment only.
