SharePoint disable Save Site As Template

We have a SharePoint 2010 Enterprise farm and want to turn off Save site as Template.  I've copied some of the permission levels and turn off some of the permissions and when a user creates a sub site they cannot inherit permissions.  Is there a way to jus disable the Save Site as Template under Site Actions, Site settings , Site Actions?

Hi,
AFAIK there is no direct permission associated to deactivate the link.

There are two possible workaround I can currently think of:
- Enable the feature "Publishing Infrastructure"
This should deactivate the link immediately - as you cannot save some OOTB publishing content types. And this also deactivates the same functionality in SharePoint Designer.

- Adjust the file "Settings.aspx"
It is not recommended to adjust SharePoint system files BUT you could simply inject some kind of Javascript / jQuery to hide/disable the link.
Con is also, that someone could still use the existing url/page to use this function as well as SharePoint Designer
