Restriction  of Inbound internet emails in Exchange 2010

We are using Exchange 2010 as messaging system and  need to restrict the EXTERNAL INBOUND emails to a few users.

Pls assist me to create the policy for that,

Use this article for reference and create a rule.

http://exchangeserverpro.com/restrict-outbound-email-transport-rule/

instead outbound you need to select inbound

I tried the mentioned link but unable to restrict the INBOUND EXTERNAL emails. Pls help.
