Exchange 2010 to Exchange 2013 Migration Errors

3 sites,
Site 1: Exchange 2010 SP3 latest roll up
Site 2: Exchange 2010 SP3 latest roll up
Site 3: Exchange 2013 SP1 latest roll up

All sites have full connectivity to each other including DNS resolution, average ping times can range from 200-300ms, any traffic allowed to all servers, and all OS are Win2k8R2.  A migration of a brand new test mailbox worked OK from 2010 to 2013.  Migration of other mailboxes have resulted in JobStuckPermanentException.  We've already created the ContentSubmitter group outlined in method 1 of http://support.microsoft.com/kb/2807668/en-US.  We also renamed the .Single folder in the Exchange DB directory after shut down or service and then started them back up.  Content index is showing healthy for destination DB now.  Also tried modified the MSExchangeReplication.config file with no luck.  How do we get past this error?  Thank you
