Remote Desktop Server Role fails to install - Windows Server 2008 R2

This is a domain controller.  I'm trying to transfer Terminal Services Licensing over to it from a Server 2003 DC that I'm demoting and rebuilding with Server 2008 R2.  Anyone run into this one?

Installation failed. A restart is required.

Roles:

Remote Desktop Services
   Error: The server needs to be restarted to undo the changes

Maybe server is pending previous installation and reboot is required. Have you ever try rebooting before installing server role?

I have rebooted 5 times.
Under HKEY_LOCAL_MACHINE\COMPONENTS registry key, export and delete "PendingXmlIdentifier" registry entry from the details pane.

Rename c:\windows\winsxs\Pending.xml file to pending.back and reboot machine. (you will have to take ownership of this file to rename it)

Try again. If not work you can undo all changes.

Got no entry under that location in the registry and no Pending.xml file under that directory on C:\Windows\winsxs
