Changing the System Color Palette?

Is there anyway to modify the Windows System Color Palette Dialog box by limiting the colors to certain ones?

Unfortunately that didn't help. I'm wanting to set the "Basic Colors" to about 3 different colors with no options to define custom colors. I have a feeling it can't be done...
