Perhaps none of the media in the library is in the right media pool.
Or all the media in the right pool is full and there's no space free on any piece of media.
Or there is room in the right pool, but there has been some data written and tapes are not set to append.
Or there is some space that should be free due to expired jobs, but the expired jobs are in the "middle" of the tape -- tape drives can start from the beginning, or start from the end, they can't write to the middle of a tape (to overwrite, say, one job).
