If I want to use a single Cisco 2921 voice gateway connected to both PRI provider as primary and SIP ITSP as backup, which vg protocol would you experts recommend?  H323 or SIP?  and why?  Thanks in advance -

SIP.

H323 is legacy and far more complex to troubleshoot. You will find better support when troubleshooting issues for SIP too.
