How do you configure CAS MFCR2 signalling on a TE133(E1) that actually works?

If tried just about every manual I can find.

Which tells me to setup like this: /etc/dahdi/system.conf
span=1,1,0,cas,hdb3
cas=1-15:1101
#dchan=16
cas=17-31:1101
echocanceller=mg2,1-15,17-31

# Global data

loadzone        = mx
defaultzone     = mx

However when I call my line I get a busy signal.

Please advise.

However, I can't seem to make it work even following the changes to this thread.
