email addresses

I have an employee who is using outlook 2007.  When they send an email and pick up to 9 addresses and send the message it sends fine, when I add 10 or more the email is stuck in the outbox and stays there until I delete it.  Any ideas?

What is the backend Exchange version?  Is the users Cached Mode or On-Line Mode?  Any errors?  I'm assuming it happens when you have more than 9 recipients, 11, 12 etc.

Did you try creating a new outlook profile for the user?

Happens when I have 9 or more.  We use a pop server so email is going out on smtp.

Here is the latest on this.  When the user sends an email with more than 10 recipeints it will not go through.  If the user goes to the copier/scanner and scans to himself a pdf file of what he would have wrote in the body of the email he can send to 10 or more recipients.  Makes no sense to me. When he sends to the same people and types info in the subject and body it won't work.  If he FORWARDS the scanned attachment everything works fine.
