Outlook not displaying pictures in emails

pictures in html emails no longer show up except as red or black x's.

I have turned on trust center download picture option and turned it off again.  but I don't know what else blocks display of pictures in emails.

I'm using ms office 2013

Is this not working for all profiles in Outlook?
Is your Office / outlook fully patched?  Run Windows / Office updates.

Actually, I just had to restart computer.  But thanks.  Hate those easy solutions.
