Exchange 2010 mailbox receives every email twice

I have one user the will receive every email twice. First email is normal the second comes as an attachment. They show up in Outlook and OWA the same way so I don't think its an Outlook issue. The emails so up at the same time. I've looked at the server side rules for the mailbox and there is only one the default clear categories.

Exchange server 2010 fully patched. Only one Exchange server in the org. Any help would be appreciated.

Get-Mailbox -Filter {ForwardingAddress -eq "the email address"} | ft Name,ForwardingAddress,DeliverToMailboxAndForward -Autosze

see where the email is forwarding from.

I could be someone outlook rule, just check if you see FW: on the subject line

The second email is an attachment and the it comes is as "Microsoft Outlook on behalf of (Senders Name)"

Figured it out.

It was a Journal rule to send her another users email. When the journal mail box was removed from exchange the rule stayed and started duplicating all her email.

 I don't know why it wouldn't just stop working instead of duplicating all her email. Once I removed the journal rule the duplicates stopped.
