How do I configure Outlook account in GMail?

The user can send mail on behalf of the GMail account. When trying to forward or any other configuration an error message states the account is not enabled for IMAP or POP3. When reviewing the settings for the user, those protocols are enabled.

Not in Outlook sir. In GMail. The user wants to use GMail to send mail from her Exchange account.
