Are you sure Citrix supports Windows 2000?  I very much doubt that it does. The limit of IE on Windows 2000 is IE6 and that is not going to support Flash or much else that runs alongside IE.

You can get Remote Desktop Connection for Windows 2000.

Download it here:  http://www.microsoft.com/en-ca/download/details.aspx?id=856

This Microsoft Article says it works in Windows 2000:

http://windows.microsoft.com/en-CA/windows-xp/help/remotedesktop/remote-desktop-faq

This might allow you to connect out.

Have you tried using RDP to connect in?  I use RDP to connect into XP systems and it might work with Windows 2000.

Remember that nothing supports Windows 2000 any more so that your options are limited.
