I have an remotely hosted SharePoint 2.0 site with an issue tracker list.
I want to move the data to a locally hosted SharePoint 2010 site.
There are about 4500 records to move.
I would like to keep the formatting of the list and the revision data in the new list.

any ideas on how to move my issue tracker?

You can try this free list migrator software:
http://sourceforge.net/projects/splistcp/

There are third party tools available to do it (AvePoint springs to mind but that will eb expensive). http://www.topsharepoint.com/content-migration-tools-for-sharepoint

If you can get a backup of the site, you could use that and create a new 2007 install somewhere,  upgrade the backup to Sharpoint 2007, then upgrade that to 2010.  Once you ahve your list in 2010, you can back it up using powershell, then use that backup to "restore" in to your real site.  THis is a massive pain but its an option.  http://blogs.technet.com/b/meamcs/archive/2012/12/23/upgrading-from-sharepoint-portal-server-2003-to-sharepoint-2010-part-2.aspx, http://blogs.technet.com/b/meamcs/archive/2013/01/01/upgrading-from-sharepoint-portal-server-2003-to-sharepoint-2010-part-3.aspx

Can you export it to Excel and use that to create a new list in 2010?   You wont get any version history.
