ASP.net Converting a pdf file into web pages

I have a 60 page pdf file that I have to convert into ASP.net pages
What is the best way to convert a pdf file into html/xml pages?
Should I use free tools to do this?

You can convert pdf to xml using http://www.cometdocs.com/
