Simple AD setup
2008r2

Dc LDN1
DC LDN2
domain : ldngtc.com

here is the following from repadmin /showrepl
Demoted LDN2 force removal then scrubbed DNS and metadata cleanup on LDN1 for all traces of LDN2 then DCPROMO LDN2 back to a DC and same thing ..  1722 RPC error , I've checked firewall don't see any issues. I'm starting to pull my hair out over this and I know it's going to end up being something simple . Please help

So, you performed a force removal on LDN2?

This is used as an option of last resort in order to salvage any other services on LDN2 without having to reformat it.

It cannot become a domain controller again without being reformatted.

I was able to dcpromo it again and it installed again without error they just won't replicate

Try unjoining LDN2 from the domain and rejoin, then dcpromo it. See if that works.

that was part of the problem I had to set the primary DNS on each server to look at the other server
