It is more IIS issue. Open IIS and check OA settings. Look for IIS error in App logs.

Your advice was sound. After looking in the App log, it was clear that RPC over HTTP Proxy was not installed.

Event ID 2003: The RPC over HTTP Proxy component is not installed or is not properly configured. Use the Windows Component Wizard to add the RPC over HTTP Proxy component to the Networking Services.

After installing, RCA passes the Outlook Anywhere tests.

Thank for your help.
