Exchange 2010 send/receive size

Some of my users in exchage 2010 are not able to receive large attachments from outside.
The database has default allowance but I have given users capability to receive 25 MB through Delivery size restriction.
even then they are not able to receive attachments worth 15 Mb

if having this problem only some user not a all user that mean your organization able to received large mail so you should check it out these all user setting or have done any rule for these users.

Can you please check if there is any antispam solution deployed which can be blocking large attachment size?

Could you please check the send and receive connector message size, I would appreciate, if you provide NDR so that we can find where it was happening from? Thanks.

I checked with microsoft...they asked me to set higher limit on DB properties e.g 25 MB and then limit individuals to the desired e.g 10 MB

I had it the other way, DB had 10 MB limit and some users had 25 MB limit.
