SEO: Automatically redirect traffic to new domain or let users click?

Hi,
We are trying to leave a bad domain behind with a manual penalty following a negative SEO attack.  We cant disavow all the links, 6 months later 500 new links are being discovered a day and no one website seems to list all the links.  We tried disavowing ALL links and Google still found some and keeps the penalty on.

We have set up a 404 page that returns the 404 status.  Blocked crawling using a robots.txt and used javascript in the 404 page to show the new domain link with a "Nofollow" in the header.

What we wanted to know was is there any dangers in that penalties and crawlers follow if we redirect all traffic using a very short time interval eg 5ms.  Does automatically redirecting have any effect on robots.

Crawlers won't follow that link as it is initiated by js and they don't execute js.
