Unexplained behavior of a template-attached page in Expression Web

Running Expression Web 4, there is a dynamic template (tradewinds.dwt) attached to fourteen pages.  One of those pages is updated if changes are made to the template, and then those changes are discarded, before saving the template.  This happens consistently, and only with one page (service.htm).  It's a little unnerving, because I always feel the need to test the performance of the updated page.  Can you explain this behavior, and how to stop it?  I'll attach the template and the page in question, but I must change the template's file extension to htm.
