For testing, I want to allow users to disable windows firewall on their win 7 machines on sbs 2011 domain

Can someone help me - I am trying to find the setting in group policy that greys out the off setting for windows firewall for domain networks on win 7 machines - for some troubleshooting, I want to be able to turn off the firewall for domain networks, but it's greyed out.

I looked through the default group policy objects but just don't see it.

and is there a way other than manually looking at settings for each object to find that?
