Users complain that two rings is not enough time to pick up a phone. How can I change that setting? Is it a change you can make for each extension, or a single one that affects everyone? Is it a change users can make for themselves?

Check out the attached manual - Section 502 (about page 150).  This is the station-wide timers section.  There it will show you how to set the time before it forwards out either per-station or system-wide.  It does not look like a user can change it themselves unless they are given full system admin rights, but at least you can set it differently for each person and perhaps first change the default for everyone to be more than two rings.

JR- Thank you for posting, I really appreciate you taking the time. The first step says to "Open programming ", but there is no "programming" button on the phone.
Found this online, will it work?:
1. With your handset on-hook, press TRSF and then dial 200. Your display then shows ENABLE CUS. PROG. PASSCODE:
2. Dial your 4-digit pass code 1234 (which is the default pass code). The display then shows ENABLE CUS. PROG. DISABLE. If the pass code 1234 does not work as stated, please see Samsung DCS Notes below.
3. Dial 1 to enable. The display now shows ENABLE CUS. PROG. ENABLE.

Sounds like the right sequence, although I have not programmed one of these in years.
