Can't archive in Outlook 2007 - non-unicode errors

User has Win 7 Home Premium, Outlook 2007, POP3 connection.
Outlook PST has grown to 19 GB
I am unable to archive any old mail because Outlook gives me non-unicode errors.

The way I set up the archive was as follows:
Mail Control Panel, then Data Folders
I click on Add…
I choose the Office Outlook Personal Folders File
I give it a name, and click OK

If I highlight a mailbox and try and archive it manually, I select this new Personal Folder File
The error says:
"You are attempting to archive your data to a 97-2002 PST", etc.

How do I create a proper archive file?

When you create the PST, it should have a box listing the type (e.g. 97-2002); but, here is how to setup autoarchive and it creates the PST automatically:  http://www.howtogeek.com/howto/microsoft-office/configure-autoarchive-in-outlook-2007/

Empty the deleted items and junk mail folders before you do it.

You should also compact the PST file which is what shrinks its size: http://office.microsoft.com/en-us/outlook-help/reduce-the-size-of-outlook-data-files-HA010117945.aspx

I assume that there's a system error on the computer that's preventing the normal operation.
