Lightbox is not on top layer

Hello Experts!  Please have a look at my clients' temporary site: http://69.89.31.217/~coquiplu/admin/gallery.php.  I am using a Lightbox plugin to load the images when they are clicked.  The problem is that the lightbox is not on the top-most layer.
The header of the parent page (logo and menu) are both staying on top of the lightbox.  How can I resolve this?

Remove the z-index from layout.css line 85

    padding: 20px 0;
    z-index: 1000; /* Remove */
}
