Web Experts: Force browsers IE-10 & IE-11 into Compatibility Mode of IE-9 for ASP.NET 4.0 website?

In IE-10 & IE-11, my website does not display correctly until I add my website to the list of sites to be viewed in Compatibility View.  I have an ASP.NET website on Microsoft Server 2003 (SP2), w/ IIS6 for version 4.0 ASP.NET.  I wish to force these versions, mentioned above, to Compatibility View of IE-9 w/o the user needing to add the website to compatibility view to see the website correctly.  However, adding the meta tag, <meta http-equiv="X-UA-Compatible" content="IE=EmulateIE9">, to the beginning of my html header is not forcing IE-10 nor IE-11 into compatibility mode of IE-9.  I have attached two pics, one of website in IE-9 and the other of website in IE-10 & IE-11.  In all other browsers, my website  is displayed correctly.  How can I force IE-10 & IE-11 into compatibility mode of IE-9?

Instead of working on getting your website to work in an old browser, that is about 3% usage and dropping, why not work on getting it to work in the latest browsers.
IE9 will likely not exist by the end of this year (if not sooner)

Looking at it in an emulator, it looks fine on windows mobile.

Gary,

I have my production website & my test website, both have all the same files on the same server.  My test website displays correctly in IE-10 & IE-11.  However, my production website does not display correctly.  Do you know what might be causing this?

Going from your website on my W8 phone the logo looks fine, but there is no content, you seem to have some script issues.
Is there a different link?
