Send Attachments with SOAP call

Hi,
I read that every SOAP message is made of SOAP envelop and zero or more attachments.
Does this mean we can send files ike jpg, txt, csv thru SOAP call?

Can someone please direct me to an example of sending files using java servlet/jsp  using SOAP.
