Exchange Server not responding during normal boot

Exchange 2010 STD. All services will not interact to responses.Not able to do anything within the server.  Only works when running on safemode with networking. I have a feeling it is group policy related issue. Please help

What exactly is going on?  is the exchange database mounted and is the information store running?

check if all ex services are running.  review the event viewer for log errors.  come back to us when you have some further details.

This was fixed in-house. The problem was some group policy object linked to the domain controllers OU, and created a chaos on all domain servers and servers secpol locally. The fixed was to delete the the currently policy, and create a new one and re-configure the local policy, user rights assignment, and then configure the Manage auditing and security log. On this policy, you have to add the "Exchange Servers" group. Run gpupdate, reboot the exchange and it work.
