On Debug,  Consol  open connection get "Access is denied" on webpage the same code works?

On Debuger (visual studio 2013 ) same code work on webform

I tried to add manifest file with
<requestedExecutionLevel level="requireAdministrator" uiAccess="false" />

not working :(

As the error indicates, your application cannot find the SQL Server you are trying to connect to. Are you running this from the same machine as your debug environment (i.e. the machine where you have Visual Studio installed)? Are you connecting to a local or remote SQL Server? Are there any firewalls, proxy servers, or anything else between you and the SQL Server?

Thanks for your replay,

Yes I'm running the debugger on the same machine one session console  and one webform .

it's   SQL server on the organization network  not on my local machine , there are  firewalls but the web application run from the same place and it works .
