asp.net custom control to allow cut and paste cells of data from a table/grid

I have a request to create an asp.net web page that is a complex data entry form.  The table / grid displays employees in the left column and datetime values across the top.  The user can select any time scale to display the time values on the top from an hour to 15 minutes.  The data displays as a horizontal bar chart.  It groups the data by employee.  The user wants an editable grid of data that allows cut, copy and paste.  Conceptually it is similar to an excel spreadsheet.  There is not a button to change the grid to edit mode.  The user is allowed to select a range of data for an employee and copy/cut and paste the data to another cell within the asp.net web page.  An update button would then be pressed to send updates to a database.

I have never attempted anything like this task.  Is it possible?  A custom control would need to be created.  I have never worked with Silverlight/XAML.  What technology should be used?  Telerik controls are currently used for other functions.  Telerik does not have a grid control that has the needed features.  I am looking for general direction and tutorials/books on how to create such a control.
